Tehran - Carpet Museum draws 6,500 foreign travelers in 9 month

TEHRAN – Some 6,500 overseas tourists toured Carpet Museum of Iran over the first nine month of the current Iranian calendar year, which started on March 21.

It drew over 4,000 domestic museumgoers during the cited period as well, the museum director Parisa Beyzaei told IRNA on Wednesday.
The number of foreign visits to the museum was about 4,000 in the same period last year, she added.
Covering an area of 3,400 square meters, the museum boasts a treasure trove of some 2,000 Persian carpets that date from the Safavid era onwards. It also puts on display a rich patchwork of rare and centuries-old rugs, kilims and tableau rugs.
Back in November, the museum was inscribed on the National Heritage List. It can be found at the northwest of Laleh Park in the heart of Tehran.courtesy by tehran times Carpet Museum draws 6,500 foreign travelers in 9 month

Carpet Museum of Iran puts spotlight on handwoven Baluchi products

The exhibit, which also embraces kilims and rugs along with variety of indigenous spreads and saddlebags, runs through Mar. 5, Mehr news agency reported on Sunday.
Baluchi rugs are usually all wool, but their material may also include goat and camel hair, cotton for whites, and in some cases a few knots of silk. The knotting is customarily asymmetrical.
Patterns of such carpets are highly varied, many consisting of repeated motifs, diagonally arranged across the field. Some present a maze of intricate latch-hooked forms.

Are your cabinets and carpet emitting chemicals?

We feel safe in our homes, but that can be a false sense of security. The threat I’m talking about is something we can’t see: indoor air pollution. The air in our homes and workplaces can be more polluted than outdoor air in the most industrialized cities, according to the Environmental Protection Agency. The EPA says the problem is compounded by the fact that Americans spend 90 percent of their time indoors. Many different things can cause indoor air pollution, and they have a cumulative effect on our health.
Let’s look at one of those possible sources: our furnishings. Yes, your new carpet or cabinet could be subtly poisoning you with chemicals such as benzene, ethylene glycol or formaldehyde. It’s called “off-gassing.” Four of the top 10 chemicals emitted from furnishings are considered “acute” hazards, or irritants. “Poor indoor air quality can cause or contribute to the development of infections, lung cancer and chronic lung diseases such as asthma,” according to the American Lung Association.
How do researchers know that some furnishings emit harmful gaseous chemicals? Greenguard, a division of UL Environment, has developed a way of testing furniture to find out. In a generic-looking office park outside Atlanta, researchers heft furniture into giant, airtight chambers. The chambers are made of stainless steel and glass — two materials that don’t interfere with the testing because they do not off-gas. A piece of furniture sits inside the chamber for as long as a week while small tubes measure all of the chemicals coming off it.
When I was at “Good Morning America,” I asked Greenguard to test furniture for a baby’s nursery for a story. The rocker we tested put off seven times as much formaldehyde as the state of California considers safe. The paint contained five times the amount of chemical gases as the recommended limit. And more than 100 chemicals wafted from the crib mattress — some of them alcohols and industrial solvents.
Greenguard developed the testing method so manufacturers who wanted to sell low-emission furniture could prove their products were healthier. UL awards its Greenguard certification to furniture that emits low or no levels of hazardous chemicals. “Many manufacturers are testing their products to determine the amount of emitted volatile organic compounds,” said Scott Laughlin of UL Environment. “In some cases, they may choose to reformulate their products to reduce chemical emissions.”
Manufacturers don’t have to state what chemicals they use in their furnishings. The EPA singles out engineered wood — otherwise known as particleboard — as being particularly prone to emitting formaldehyde, a probable carcinogen. UL Environment adds that products that are applied wet, such as glues and paints, often off-gas while they are curing. Sometimes a strong industrial odor is a good hint that a piece of furniture is emitting chemicals. If you develop a headache while inside a building where paints, stains or glues are being used, that’s another clue. But it’s hard for consumers to know for sure whether harmful chemicals are present.
However, it is possible to know whether harmful chemicals are not present, because more and more furnishings are being certified as having low emissions. Here are certifications you can look for and other steps you can take to reduce your exposure to indoor air pollution from your furnishings:
1. Check certifications. Look for an indoor-air-quality certification, such as the one offered by Greenguard. Another firm that certifies low-emission furniture is SCS Global Services.
2. Air out. Unwrap new furniture outdoors and let it sit for at least a week to air out. You can also unwrap traditional dry-cleaning outdoors or in a detached garage before taking it inside. Open doors and windows to get fresh air into your house as often as possible, even when you are not doing a home improvement project.
3. Paint first. If you’re renovating your house, paint it and air it out before installing carpeting and curtains, because they can absorb chemical fumes from the paint. Also paint in the spring or fall when it’s most comfortable to leave doors and windows open for air circulation.
4. Buy used. Off-gassing diminishes over time, so buying older furniture can be better. Just be sure the products you buy meet current safety standards, and avoid painted furniture made before 1978, the year lead paint was banned.
5. Avoid particleboard. This material is also called pressed wood, engineered wood and MDF. The glues used to hold the material together often contain harmful chemicals such as formaldehyde. Alternatively, look for certified particleboard products. “Manufacturers who use engineered wood often encapsulate the engineered wood with laminates, sealants or finishes to reduce emissions,” Laughlin of UL said.
6. Choose unscented. Many products come in scented or unscented versions. The unscented ones should contain fewer chemicals.

7. Beyond furnishings. Other products frequently used in homes can also off-gas and cause indoor air pollution. Consider the potential pollution when you bring new flooring, paint, adhesives, electronics, gypsum board or insulation into your home.

Shift in Manufacturing and Export Strategy

The ‘Make in India’ initiative was launched on September 25, 2014 with the objective of facilitating investment, fostering innovation, building best in class manufacturing infrastructure, making it easy to do business and enhancing skill development. Action Plans for 21 key sectors were identified for specific actions under (i) Policy Initiatives (ii) Fiscal incentives (iii) Infrastructure Creation (iv) Ease of Doing Business (v) Innovation and R&D (vi) Skill Development areas. New emerging focus sectors under ‘Make in India’ include aerospace & defence, biotechnology, information communication and telecom equipment manufacturing, new and renewable energy.
The Government has recently conducted the mid-term review of the Foreign Trade Policy (FTP)and released revised policy on 5th December 2017.The revised FTP focuses on the goal of exploring new markets and new products as well as on increasing India’s share in the traditional markets and products, leveraging benefits of GST by exporters; close monitoring of export performances and taking immediate corrective measures based on state-of-the-art data analysis; increasing ease of trading across borders; increasing the realisations from Indian agriculture based exports and promoting exports from MSMEs and labour intensive sectors to increase employment opportunities for youth. Through its foreign trade policy, government envisages employment creation in both manufacturing and services; production of zero defect products with a focus on quality and standards along with a focus on higher value addition and technology infusion.
The Make-in India initiative taken by the Government has led to record FDI inflow of USD 60 billion in 2016-17. Simplification and rationalisation of existing rules have been undertaken to improve ease of doing business, as a result of which India’s ranking has gone up by 30 places to 100th in World Bank Group’s ‘Doing Business 2018: Reforming to Create Jobs’ report. Major initiatives taken in food processing sector include setting up 7 Mega Food Parks creating more than 36,000 jobs during 2014-17, 100 Cold Chain Projects with 3.69 lakh tonnes food processing capacity and creation of 47 quality testing food labs.

Cabinet approves "Scheme for Capacity Building in Textiles Sector (SCBTS)" for the period from 2017-18 to 2019-20

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi has given its approval for a new skill development scheme covering the entire value chain of the textile sector excluding Spinning & Weaving in organized Sector, titled "Scheme for Capacity Building in Textile Sector (SCBTS)" from 2017-18 to 2019-20 with an outlay of Rs. 1300 crore. The scheme will have National Skill Qualification Framework (NSQF) compliant training courses with funding norms as per the Common Norms notified by Ministry of Skill Development and Entrepreneurship (MSDE).

The objectives of the scheme are to provide demand driven, placement oriented skilling programme to incentivize the efforts of the industry in creating jobs in the organized textile and related sectors; to promote skilling and skill up-gradation in the traditional sectors through respective Sectoral Divisions/organizations of Ministry of Textiles; and to provide livelihood to all sections of the society across the country.

The skilling programmes would be implemented through:

  1. Textile Industry /Units in order to meet the in-house requirement of manpower;
  2. Reputed training institutions relevant to textile sector having placement tie-ups with textile industry/ units; and
  3. Institutions of Ministry of Textiles /State Governments having placement tie-ups with textile industry/units.

The scheme will broadly adopt the following strategy:

(a)   Job role wise skilling targets will be based on skill gap identified for various levels i.e. Entry level courses, Up-skilling/ Re-skilling (supervisor, managerial training, advanced courses for adapting technology etc.), Recognition of Prior Learning (RPL), Training of Trainers, Entrepreneurship Development.
(b)  Segment Wise/ Job role wise requirement of skill needs will be assessed from time to time in consultation with the industry.
(c)   Web-based monitoring will be adopted for steering every aspect of implementation of the programme.
(d)  Skilling requirement in the traditional sectors such as handlooms, handicrafts, jute, silk etc. will be considered as special projects through respective Sectoral Divisions/organizations. Skill upgradation will be supported further for entrepreneurial development through provision of MUDRA loans.
(e)   With a view to make outcomes measurable, successful trainees will be assessed and certified by an accredited Assessment Agency.
(f)   Atleast 70% of the certified trainees are to be placed in the wage employment. Post Placement tracking will be mandatory under the scheme.
(g)    Acknowledging the high levels of employment of women in the sector post training, all partner institutions will be required to comply with the guidelines regarding Internal Complaints Committee to be constituted under the Sexual Harassment of Women at Workplace (Prevention, Prohibition & Redressal) Act, 2013 to become eligible for funding under the scheme.

The scheme will be implemented for the benefit of all sections of the society across the country including rural, remote, LWE affected, North East, J&K by imparting skills in the identified job roles. Preference will be given to various social groups, SC, ST, differently abled, minorities and other vulnerable groups. Under previous scheme of skill development implemented by the Ministry of Textiles in the XII Plan period, more than 10 lakh people have been trained of which more than 70% were women. Considering that the apparel industry, a major segment to be covered under the scheme, employs majorly women (about 70%), the trend is likely to be continued in the new scheme.

10 lakh people are expected to be skilled and certified in various segments of Textile Sector through the scheme, out of which 1 lakh will be in traditional sectors.
Background:
The Integrated Skill Development Scheme (ISDS) was introduced by Ministry of Textiles as a pilot scheme in the last two years of XI Five Year Plan with an outlay of Rs. 272 crore, including Rs. 229 crore as Government contribution with a physical target to train 2.56 lakh persons. The scheme was scaled up as main phase during the 12th FYP with an allocation of Rs. 1,900 crore to train 15 lakh persons. ISDS addresses the critical gap of skilled manpower in textile industry through industry-oriented training programmes. It is implemented through three components where major thrust is given to PPP mode where a forged partnership has been developed with the industry in establishing a demand driven skilling ecosystem. Under the scheme, so far a total of 10.84 lakh people have been provided skilling, out of which 10.12 lakh have been assessed and 8.05 lakh have been placed. The scheme has been largely aligned with the common norms of Ministry of Skill Development & Entrepreneurship.

Michael Mandapati, jury chairman, carpet expert as well as founder and president of Warp and Werft, New York.aption
Rugs that move me are difficult to describe with words. While I have a deep appreciation for individual formal elements like material, weave, pattern, color, and texture, I am most captivated by a rug when those elements come together in such a way that something greater than the sum of its parts is expressed. I often refer to this as ‘the soul of a rug’. It’s not a technical thing, but much more about how the rug communicates on an experiential level. The process of jurying the Carpet Design Awards was an enjoyable and exciting experience as it gave me the opportunity to get a handle on the pulse of the rug industry today, said Michael Mandapati, jury chairman, carpet expert as well as founder and president of Warp & Werft, New York. In the course of the selection process, entries were assessed on design and design concept, materials, execution, texture and quality, as well as sustainability and brand building. You can find an overview as well as illustrations of the carpets nominated by the jury here.
All 24 carpets going into the final round will be on display throughout DOMOTEX, at the new “Framing Trends” showcase in Hall 9, where innovative design and interior furnishing trends will be featured with creative flair under the tagline UNIQUE YOUNIVERSE. FTP Policy 2015-2020 – Annual Incentives Increased by 2% amounting to over Rs 8,000 cr for Labour Intensive/MSME Sectors

Release of the Mid Tem Review of Foreign Trade
The Minister of Commerce & Industry, Shri Suresh

Prabhu released the much awaited Mid-term Review of the
Foreign Trade Policy 2015-20 today in New Delhi.
The review was released in the presence of the
Minister of State for Commerce & Industry, Shri CR Chaudhary, Finance Secretary, Shri Hasmukh Adhia,Commerce Secretary, Smt. Rita Teaotia, SecretaryDepartment of Industrial Policy &Promotion, Shri Ramesh Abhishek and the Director General of Foreign Trade, Shri
Alok Chaturvedi. Shri Prabhu in his keynote address, said that the FTP will leverage the long term advantages of the historic reform of the GST in terms of reduced compliance and logistics costs. The FTP will focus on exports from the labour intensive and MSME sectors by way of increased incentives in order to increase employment opportunities. Emphasis will be given on ‘Ease of Trading’ across borders. Information based policy interventions will be ensured through a State-of the-Art Trade Analytics Division. While share in traditional products and markets will be maintained, focus will be on new products and new markets. The Commerce Minister focussed on transparency and trust with the industry and maintenance of Quality Standards to succeed in international market.
[12/6, 10:08 AM] Sanjay: help in making Indian exports more competitive. Under
the dynamic and visionary leadership of the PM the government has made schemes for boosting
manufacturing and exports. The issue of working capital
blockage due to GST has also been resolved. The Minister of State stressed on the need to diversify the export
basket. The Export of Agricultural Products will be encouraged for increasing farmers’ incomes.
Shri Adhia emphasized that the Government has  been very sensitive towards the exporters. Export Package
was approved by the GST Council resolving the problem of blockage of working capital. He further stated that ITC and
IGST refunds for exporters are being expedited and  explained in detail the process and procedure for refund of IGST claims for exporters. He reiterated that GST will be very beneficial for exporters in the long run. The Ministry of Finance will continue to work in collaboration with the Department of Commerce and exporters to address their operational issues. The Commerce Secretary, Smt. Rita Teaotia stated that FTP will continue with ‘Whole of Government’ approach involving all Ministries and State Governments. Over the last 10 years, exports have grown at a CAGR of 8% which is fairly creditable. The government recognizes
that the Medium and Small scale industries require handholding and thus rates for MEIS for such sectors have been enhanced. An important consideration in framing this Policy has been the need to ensure that FTP is aligned with both India’s interests in the trade negotiations, as
well as its obligations and commitments under various WTO Agreements. The biggest challenge, however, is to address constraints within the country such as infrastructure bottlenecks, high transaction costs, complex procedures, constraints in manufacturing and inadequate diversification in our services. Towards this end, she stated, the Department of Commerce has set up a new Division to promote integrated and streamlined logistics development in the country. For addressing gap in
infrastructure sector, the Trade Infrastructure for Exports Scheme has been launched Highlights of Mid Term Review of FTP While restoring the benefits under the export promotion schemes of duty free imports under Advanced  Authorisation, Export Promotion Capital Goods and 100% Export Oriented Units and thus resolving the problem of blocked working capital for exporters following the roll out of GST, the FTP review has focused on increasing the incentives for labour intensive MSME sectors. Export incentives under Merchandise Exports from India (MEIS)
have been increased by 2% across the board for labour intensive MSME sectors leading to additional annual incentive of Rs 4,567 cr. This is in addition to already
announced increasein MEIS incentives from 2% to 4% for Ready-made Garments and Made Ups in the labour intensive Textiles Sector with an additional annual incentive of Rs 2,743 cr. Further, incentives under Services Exports from India Scheme (SEIS) have also been increases by 2% leading to additional annual incentive of Rs 1,140 cr. Thus, incentives under the two schemes have been increased by 33.8% (Rs 8,450 cr) from the existing incentives of Rs 25,000 cr leading to boost in exports from the labour intensive sectors and increased employment opportunities. Some of the major sector benefited are as
under :
 • Rs 2,743 cr for Ready-made Garments and Made
Ups in Textiles Sector
• Rs 749 Cr for Leather and Footwear Articles,
• Rs 921 Cr for handmade carpets of silk, handloom
and coir and Jute products
• Rs 1354 Cr for Agriculture and related products,
• Rs 1140 cr for Services including Hotel &
Restaurant, Hospital, Educational services etc.
• Rs 759 Cr for for Marine products
• Rs 369 Cr for for Telecom and Electronics
Components
